One aspect of the Education Bill which has aroused considerable debate within the school governor community is that of the provision to allow school governing bodies (SGBs) to form companies.The provenance of this proposal is somewhat mysterious – it certainly did not originate from the two bodies that represent governors: the National Association of Governors and Managers and the National Governors Council. It thus appears to be giving a power to SGBs that they have not sought. However, seen in another light, this power might be viewed as another stage in the process, beginning in the mid-Eighties, to develop SGBs in such a way that they can take on the functions previously performed by LEAs. In agreeing (or at least acquiescing) to these arrangements, school governors are increasingly taking on the role formerly carried out by local government officials. In effect acting as unpaid civil servants.
