Back in early 1996 I was part of a small group of representatives of national education agencies that met at the DfEE.The group included Chris Woodhead, the Chief Inspector, who was looking at how to improve standards in schools. This was, of course, a year before the last general election, and the national literacy and numeracy strategies were at that stage only a gleam in our eye. At one particular meeting the subject of LEA support for school improvement was discussed, and predictably strong views were voiced by the Chief Inspector about the many LEAs that were failing to make any impact in this area. Equally strong views were expressed on my side of the table about the importance of target setting and the use of performance data for raising standards. From that meeting, and others like it, was born the 1997 Education Act, which introduced statutory target setting for schools, and the inspection of LEAs.
