In this article I want to look at some key issues relating to the governance of education, illustrating them with topical examples from the English context. There is a growing literature about governance both in the corporate and public sectors, but little of it focuses specifically on education (Arnot and Raab, 2000). I like the Concise Oxford Dictionary’s very ‘open’ definition of governance as simply: “The act or manner of governing”. Other definitions focus on the idea that governance is more than government, even implying that the power of the state is much diminished, for example: “Achieving collective action in the realm of public affairs, in conditions in which it is not possible to rest on recourse to the authority of the state” (Stoker, 2000). This view raises the question whether there has been dispersal or concentration of power in education.
