Modern State can be recognised by its system of law. In modern life, state law is used the higher norm in public life. Law also believed as the only instrument to bring justice. The problem here, there is a high tension between las as rules that lead social life and the living law that adopt and lead the ordinary life of society. Then justice become a major problem in society.
