The changes in global economic environment and technology caused a new reality in telecommunication industry, especially Indonesia. Cellular users are growth significantly with the improvement services of quality and performance improving by the operators. This research did to outlet and celluler users in Surabaya, Sidoarjo and Gresik to know what reasons the user makes for buying decision and what the reasons the buyers sell the cellular phone card.
