At about 5:30 p.m. on the day I interviewed Maryann Mahaffey, she had been in her office in the Detroit City-County Building since 9:00 a.m. that morning. As president of the City Council, she had presided over a contentious budget meeting: Because of the recession, Detroit had a large budget deficit and faced increasing demands for health, education, and social services. At 4:00 p.m. when the meeting adjourned, Mahaffey began to deal with a series of appointments that had backed up. Shortly after we began the interview, another interruption occurred. Now she was off to an emergency meeting to preserve some funding fromthe city’s block grant for community agencies. She returned at about 6:00 p.m., and we finished the interview at about 9:00 p.m., allowing for a few telephone interruptions. This schedule was not unusual for this most active woman. She is one of the key political leaders of Detroit and is nationally recognized for her work with municipal governments, as well as in social work.
