From the start of the 19th century, a wave of related revolutions took place. The first was the Industrial Revolution, which moved the economy from an agrarian to a wage-based society. Concurrent with and caused by this tectonic shift were the movements to an urbanized froma rural society and the substitution of the nuclear family for the extended family. The full effects of these enormous changes began to be understood by the end of that century. A wage-dependant nuclear family no longer had the supports of other relatives in an extended family living nearby when times got tough. It did not have the safeguards of being able to grow or catch some food when wages disappeared. And the recurrent business cycle made the risks to poor families both drastic and all too visible.
