Talk about &dquo;the work ethic,&dquo; &dquo;self-sufficiency,&dquo; and &dquo;personal responsibility&dquo; is typical of today’s rhetoric on welfare reform. Largely ignored in the continuing debate about how to clean up the welfare &dquo;mess,&dquo; this rhetoric nevertheless provides opportunities to reconsider what policymakers and social activists mean when they discuss what public assistance &dquo;ought&dquo; to be like.
