The structural and economic factors that contribute to the poverty of women and children have been well documented (Abramovitz, 1994). These factors include inequitable access to financial, educational, and other resources, along with institutionalized racism, sexism, and classism (Fainstein & Fainstein, 1989; Rolison, 1991). Suggested social policy changes to alleviate poverty include a guaranteed minimum income, universal health and child care programs, and guaranteed affordable or subsidized housing (Polakow, 1993). Despite evidence that supports the implementation of these progressive social policies, none have been instituted.
