Last year, a Cambodian trafficking broker convinced Chhon Khao to illegally work abroad. “He told me he could find me any job in Thailand,” says the 29-year-old, who comes from a farming family in Takeo province, two hours outside of Phnom Penh. Mr. Chhon crossed the border at Poipet where he was promised a wage of up to 6,000 baht (about $170) per month to work on a Thai fishing boat. He never saw a penny.
