In the short span of less than four years since Miriam Dinerman (2003) wrote her editorial, entitled “Globalization as a Women’s Issue,” the world has changed significantly. Major disasters, such as the Indian Ocean tsunami, the earthquake in Pakistan, and Hurricane Katrina, have resulted in complex emergencies. Wars in Iraq, Sudan (Darfur), and Lebanon have created further tragedies and drained resources that could have contributed to improvements in the quality of life of people in our country and throughout the world. Against the backdrop of disasters and wars, a host of multilateral agreements, based on Western systems of thought, are establishing new cross-national regulations for nations and industries (Hawthorne, 2003). At the level of individuals and families, these agreements change the lives of women and children most strongly. These women and children include refugees who do or do not receive aid to survive or to repatriate, low-wage workers who gain jobs in the southern nations and moderate-wage workers who lose jobs in the northern nations, and educated multilingual people who find new international career opportunities.
