The Health Society Safety Net Program was implemented in order to help poor families to have better access to health care services. It was found that there was a dramatically increasing of indigent patient's visit to Community Health Centers after the implementation of the program. The aim of this research was to identify reasons of poor families' behavior in using the health card when being treated in Bayat Community Health Center.
