This September, as both Japan and the United States were preparing to select new leaders, the US-born financial crisis widened to global proportions. In the United States, financial unease suddenly turned economic and financial affairs into the biggest issue in the campaign for the November presidential election. In Japan, a new prime minister has now been selected, but the crisis is likely to delay the dissolution of the House of Representatives for a general election. The two major Japanese political parties are now scrambling to unvell manifestoes for dealing with financial condusion, heading off a recession, and restoring health to public finance. In Britain as well, the crisis has emerged as a major factor in the contest of wills between the government and opposition parties.
