Beggar was an urban problems that needs serious threath from all over community. Many threatening and interference occur as an impact from the them. It makes government takes comprehensif approaches to solve this problems. The types ofthe approach were done by two aspects: 1) Legal system, by urban arrangement, that regulate the mechanism to contending the beggar, and 2) Developmental approach that covering from identifying by beggar endeavorment. In this process the government f~cing many challenges; social background, the community culture that always gives the beggar money in the public area, and the civilian migration with minimize quality and capability comes into Samarinda and then They were surrender to the condition that compelled them to the street in order to solve their family needs.
