Like state and market, community has a capacity to govern. In a situation that state and market do not have capacity to meet their fungtions in providing public goods for certain groups of communities or public betterment, community is able to substitute them through social capital of networks. However, like state and market, community may fail in governan ce. because of its inherent weaknesses, interactions of communities are not a substitute for affective goverment but rather a complement because well-working communities still requires a legal and govermental enviroment favourable to their functioning.
