During the first 5-years phase of project implementation, the registration of traditional communal (Ulayat) land was avoided, but such land will be encountered much more frequently during future phases of systematic registration in areas outside Java. The goal of the study is to investigate the existence and contents of 'traditional communal land rights' in three local communities and their relation to the systematic registration of land, and to define a strategy for improving tenure security of traditional communities by designing basic approaches and procedures for the identification and recognition of traditional communal rights on land.
