An important thing of the implementation of autonomy law no. 22 year 1999 is changing a legal status of state assets. The change may occur by writing off things or giving up of rights, both of which may happen by sale, indemnity, auction, donation, destruction or exchange. However there are few regional government assets that have been transferred or sold by the local authority with permission of regional people's council without there being strong, reasonable grounds. It could happen that selling or transfering rights of state asets becomes a new format for corruption, collution and nepotism.
