The fast - growing technology has spurred on the intensity of diplomacy amongst nations across border into a global scale in the field of ideology, politic, economy, social, culture and security. This evident has caused the emergence of a new paradigm of foreign diplomacy which is formely a state monopoly, to date foreign diplomacy becomes public activities wherein involved individually, group of people, non - governmental body to include all aspect of public interest, nation and state. In a modern foreign diplomacy perspective, apart from the use of diplomatic channel, a government may optimize the use of multi track channel in its foreign affair such as merchant, businessman, scientist, politician, local government officer, scholars, non governmental organization (NGO's), multi national corporations, tourists, etc. This policy of diplomacy contains such risky factors as a potential entrance of transnational crime's network under covered of foreign investment, an occurrence of legal dispute within international trading agreement, et cetera, therefore there is a need of coordination and consultation inter - department and intra - department in order to anticipate every problem wuickly and property.
