Law no. 22 of year 1999 about regional autnomy and law no. 25 of year 1999 about financial proportion between central government and regional have delegated autonomy to regional government except for foreign policy, security defense, justice, monetary and fiscal policy, religion and other authority as well. Those autonomy authorities have motivated regional government to take over state own corporation which is assuming no contribution to the regional income. It was right that the state own corporation adds nothing to regional income ? According to taxes data, the state own corporation has contributed a quite significant amount from year to year such as year 2000 (9,8%), year 2001 (8,64%), year 2002 (11,71%), and year 2003 (12,39%). In fact the staet own corporation has a great contribution to the state budget, even tough there are only 350 tax obligations. In turn this contribution will be redistributed to regional income namely general fund allocation.
