A reasonable consequence of decentralisation of power from central government to regional authorities (provinces, regencies and cities) in term of regional autonomy is decentralization of fiscal. In its implementation, decentralization of fiscal is based on the principle of money follows function which is regulated by law no. 25 of year 1999. Yet, implementation of the concept has not been running in acccordance to justice and even distribution principles since there is no standard formulations as a ground of fund allocation and there is still such interests involved in the policy making. This action leads to have an impact on the faith of regional authority to the central government, therefore it is necessary to develop such effort for perfecting formulation of fund balance in order to maintain a good faith of regional authority to the central government.
