The currently used surveillance system of illnesses is assessed as far than optimal. The was impression that the system is developed only to satisfy the need of the central government, where all health programs prone to be centralized. As a consequence, there was a discrepancy between program implementation and the real need of a region. In facing regional autonomic era, it is necessary to develop an epidemiological surveillance system that is vertically and horizontally oriented.
