Local otonomy aims at the developtment of local region on the basis of potential, preference and aspiration of the region democratically throgh participation of local society. The law No. 22 of year 1999 has given full authority on government officer in charge of province and regency or in town to run and manage his local government affairs autonomously except for four things as: defence, foreign affairs, monetary policy, and fiscal policy.
