Since about 1980, in almost all developed countries, the gaps between skilled and unskilled workers in wages and/or unemployment rates have widened (OECD, 1997; Gottschalk and Smeeding, 1997; Murphy and Topel, 1997). This rise in inequalities has coincided with rapid globalisation ± falling barriers to international economic transactions, particularly between developed and developing countries ± and there are good economic reasons for believing that the association is causal. This section provides some historical perspective, section 2 outlines the theory, section 3 reviews the empirical evidence, and section 4 concludes, noting areas for further research and implications for policy. The paper covers only developed countries: the more varied recent changes in inequality in developing countries, to which globalisation has probably also contributed, are discussed in UNCTAD (1997) and Wood (1997, 1998).
