Isi artikelEach year between 1 million to 2 million new housing units are needed in Indonesia. This need arises mainly due to population growth and decrease in family sizes. Most of the units required are low cost housing, those with floor areas ranging from 21 square meters up to 45 square meters. The majority of the new housing units in Indonesia (about 85 percent) are built directly by the people themselves. The share of the government and private developers in the provision of new housing units, on the other hand, only account for about 15 percent. In any case, however, a very large percentage of the housing produced are one-storey units. This has been seen as one of the main causes of urban sprawl in Indonesia. Most large Indonesian cities have expanded into the countryside, as housing developments have grown in areas where land prices are relatively cheaper. The low cost of land, however, has been in many cases off set by, among other things, encroachment on conserved areas, the loss in agricultural land, the difficulty to provide services and utilities to the new housing areas, and the high transportation-related costs residents have to pay. One of the alternatives solutions to this problem is the introduction of low-cost walk-up flats. Yet, low-cost have not been popular among residents as well as city managements. Despite its advantages, low-cost flats, in contrast to luxury apartments, also faces many constraints. This paper would like to examine these technical, legal, and socio-cultural constraints that flats face as a housing alternative for the low-income urban population of Indonesia.
