The emergence of civil society following the collapse of an authoritarian regime is not a unique phenomenon since it was found as well in the Eastern Europe, Latin America and some East Asian Countries (O'Donnell and Schmitter 1986, Gleason 2001 or Lim and Tang 2001). Decentralization is also the new keyword in understanding social and political changes after the reformasi era. Under the Act No 22/1999 and later on is replaced by the Act no 32/2004, more autonomous power is located on the regents/municipalities or used to be known as the second level of local government. However, the lack of expertise and experience in having such a big authority has brought some potential problems, some even has already occurred among regencies and municipalities (Booth 2003). To some extent, both the emergence and civil society and the new act on decentralization bring about the possibility of enhancing governance in Indonesia. Despite the variety meanings of governance, it is clear that governance might be seen as supplement of the traditional role of the government which can be characterized as inclusiveness, and co-ordinations, among various actors in the society to develop the assurance of political control and societal supports (Pierre 2000:2) including environmental policy. The research found that the variety roles of civil society in environmental governance is depended on the nature of the environmental issues, the political space which is available and last but not less important the nature of civil society organization which are involved in the particular issue.
