Isi artikelThe lower Semarang is developed on a sediment deposit area that is originated from the erosion on the its surrounding plateau areas. This is one reason why flood problems that are being faced in Semarang City has actually been faced since 100 years ago and have not been properly alleviated till nowadays. Field investigation and analysis show that the developed infrastructures and its related water management, as well as the community enthusiasm are good initial assets that could be further developed and reshaped toward an integrated water management and flood control system. The lesson learned from the success and the failure of flood control projects in several locations, including Semarang shows that water management and flood control system is not only a matter of constructing the infrastructures. The management of the infrastructure facilities need to be prepared at the outset in order to increase the community’s participation and sense of belonging. The system should not excessively dependent on the pumps since it will generate expensive operational and maintenance costs. The effectiveness of pump-based system is very sensitive to the disturbances, such as garbage and pump failures. The system should be supported by the dikes and other infrastructures to make it a closed system, manual and/or automatic gates to control the impact of sea level variation, flood storage ponds, garbage and pumps management, and the Polder Authority.
