Can neigh borhood design improve traf fic? Although a fair ques tion in its own right, sev eral influ en tial plan ning strat e - gies, includ ing “the new urban ism,” “smart growth,” and the “liv ability agenda” take the answer more or less for granted. But what do we really know, and how can we improve our knowl edge on this key issue? The arti cle first proposes a scheme for cat e go riz ing research address ing these and related ques tions. It then pres ents a detailed dis cussion of key stud ies of urban form and travel behav ior. The research strategies employed and the data, meth ods, and results of these stud ies are eval uated in detail. The arti cle con cludes that although this body of research is improv ing in sev eral respects and should be encour aged by pol icy mak ers and schol ars alike, our cur rent under standing of this com plex group of rela tionships remains ten tative. The basis for using land use and urban design to selec tively change travel behav - ior thus appears lim ited in the near term, whereas research opportunities abound.
