The aim of this paper is to describe the Pacific Horizons Reading Scheme, a reading laboratory that has recently appeared on the market and which is thought to be the first such laboratory developed for learners of English as a second language. The laboratory was produced in 1971 for the countries of the Pacific region, notably Papua New Guinea and Fiji, where English is learned as a second language. The principal name associated with the scheme is that of Humphreys, Senior Research officer in the Department of Education, Papua New Guinea. The present writer played a relatively small role in advising on procedures for grading the reading materials comprising the scheme and planning a research design based on cloze procedure for this purpose. The use of the scientific cloze procedure for grading is believed to be another first for the Pacific Horizons Reading Scheme.
