Views on teaching, learning and materials development have undergone some notable changes in the past 15 years. Especially notable have been the changes in views on teaching, learning and materials development related to English as a Foreign Language and English as a Second Language. Johnson has presented a system of instructional materials preparation that incorporates the most striking and far reaching of these changed views. Such a system has broad applicability, and brings to materials development many of the refinements of procedure that have contributed to success in other disciplines and areas of endeavor. It is my hope to present here a small elaboration of one aspect of such a system. The aspect I have chosen to present is that of our concern, in a system of instructional materials development, with goals.
