The publication of Anthony Olden’s Libraries in Africa (1995) has prompted me to look back once again bearing in mind my own former contributions. The question that triggered off this enterprise was one raised in his introduction: ’Why are African libraries in such a weak state?’ His analysis is thorough and compelling, buttressed by a wealth of original research. It brings together the findings of the literature produced in recent years (some of which I have been able to examine) and will be invaluable for future studies. Here I shall attempt to explore further the issues involved.
