Before getting down to the topic proper, I would like to reply directly to some of the criticisms made by Yap in his Comment on my previous article ’The Singapore Writer and the English Language’ (both of which appeared in RELC Journal No. 9, Vol. 1). In his rather defensive ’summary’ of my article he consistently stresses points relating to the Singaporeans’ lack of competence in English (Yap: &dquo;he is unlikely to reach a high level of performance&dquo;, &dquo;If he writes ’standard English’, albeit not too well ....&dquo;), which misrepresents my point completely. He even misquotes, in favour of his argument, my figure of 99% for a Singaporean’s potential usage of, and competence in, English (really a nominal 1 % to imply that there must be a difference between a Briton’s and a Singaporean’s competence in British English - see further below) and reduces it to 90%, which would imply a tremendous deficit for the Singaporean.
