I should do well, at the onset, to reiterate Crewe’s main points as I am not sure if I have consistently understood him. His analysis of the English language situation and the Singapore writer writing in English is: apart from 1.5 - 2% of the population, Singaporeans are non-native speakers. The Singaporean’s proficiency or competence in English varies in proportion to the amount of English he uses in his total language repertoire. But, due to many factors, he is unlikely to reach a high level of proficiency. If he is a writer, he is likely to have a big problem. If he writes ’standard English’, albeit not too well, he cannot reach a wide readership, since only a proportion of Singaporeans will understand him. If he writes ’nonstandard English’, he too cannot reach a wide readership, because those who understand him constitute only a certain proportion of Singaporeans.
