The problem. A decade of integration in Singapore schools has produced some success in promoting greater socio-cultural awareness, understanding and tolerance, but the question of its effectiveness in improving proficiency in English as a second language (L2)1 has remained unanswered. Related to (a) was the need for a comparative study to be made of proficiency in written and spoken English amongst the three integrated school systems (Bilateral, Academic and Technical).2
