The two major programmes - epidemiology and environmental sanitation - have each been divided into their components, for which individual objectives and the means of achieving these objectives have been listed. There are two primary objectives of the environmental sanitation programme: (1)to reduce the incidence of gastrointest latrines throughout the rural areas (the target coverage is 81% of the rural population by 1977); and (2)to reduce the incidence of water-borne diseases by improving the supply of potable water (49% of the rural population should be served by 1977). The epidemiology programme aims at modifying the disease pattern especially in rural areas, with the emphasis on the control of communicable diseases by means of vaccination. Also noted are the plans for investment of human and financial resources, which include construction targets and reorganization of administrative procedures.
