Trade liberalization toward globalization of ecoomy and free market in the WTO system is very challenging for developing countries such as Indonesia. Even in the era of free trade, the capacity of developed country in carrying into effect non-tariff protection is sophisticated namely through subsidizing agriculture sector and regulating applied science and technology which are required by developing country. Liberalization concept of economy and commerce are related to decreasing state intervention on economic matters and shifting state regulation function into market mechanism.
