This article is complementary to two earlier contributions to this journal on the finances, buildings and resources (Vol. 9, No. 2, April 1977) and the users and uses of public libraries (Vol. 11, No. 1, January 1979) in England and Wales at the outbreak of the First World War. It sets out to discuss the availability and conditions of service of staff in 1914, the last year of an era of relative stability which had existed for half a century or more.
