The BASYC approach to Benefit Assessment for Systems Change is described, requiring that groups of people likely to be affected by a policy change under consideration should be identified, that measurable goals relevant to the groups should be listed, and any change strategy should be evaluated in terms of its impact on the goal measures in comparison to those forecast for the existing policy. Two short cuts—MINIBASYC for training, and SEMIBASYC for small problems—were developed in the course of a two-year major project in Derbyshire, funded by the British Library Research and Development Department.
