Detailed observations and questionnaire-based evaluation of manpower point up difficulties arising from the administrative set-up both for conducting the study objectively and for the achievement of work goals by health service staff. Difficulties encountered included expatriate staff, language barriers, salary anomalies, lack of a fixed national pension age, indiscipline, and what is described as "more than a hint of a non-dismissal policy."
