Terms such as "subprofessional" should be supplanted by functional titles that describe the roles of each category of personnel. The term "primary health professional" would describe personnel who see a patient first, whereas "secondary health professional" would describe those who provide specialized treatment. The primary health professional should be a multipurpose worker. In contrast to popular opinion among health leaders, primary health professionals need to be decision-makers rather than subordinates; thus their training should provide experience in decision-making. Modern teaching methods must be applied to improve all aspects of training and strengthen teamwork for effective health care. Five references are listed.
