When Regina Ip was Hong Kong’s secretary for security from 1998 to 2003, the press mocked her mercilessly for her authoritarian attitude and anachronistic hairstyle. Many observers credited her insensitive comments about the undesirability of full democracy with increasing the turnout for an antigovernment protest on July 1, 2003 that attracted over a half a million marchers.
