It can not be denied that the increased development and usage of information technology, media and communication have given some contributions which influence all aspects of life in the field of politics, economy, social and culture. Such contributions have also caused some impacts. The positive impact is to improve human welfare, while the negative impact is to make information technology, media and communication as an effective targets and istruments for cybercrimes.
