To actualize bureaucratic reform in order to create good gevernance, the State Ministry of Administrative Reform has formulated several related legislative drafts. One amongst them is the State Apparatus Legislative Drafts, based on human resources management approaches to increase and develop the ability of state apparatus. The objective og this paper is to describe the urgency of the regulation for state apparatus formulated legally. The data collected and analyzed from the presiding and library research. The result shows that it is compulsory to have the formal legal regulation for the state apparatus in order to develop the national stability and productivity.
