The term oracy is used to mean ability in spoken language: it refers both to the production of spoken language and to listening comprehension. If we are thinking of teaching or assessing oral production, then this could involve, for example, getting pupils to tell narratives, give explanations or mini-lectures, challenge views put forward by other speakers, take part in discussions, and so on. Their language would be judged according to its appropriateness to the situation, whether this involved talking to a group of other pupils or to a single adult, whether teacher or examiner.
