This paper addresses innovation, diffusion of innovation, and the implication of innovation on the quality of instruction. Discussion focuses on instruction as the core of educational process. Any effort in educational quality improvement needs to focus on the quality of instruction. Quality instruction requires all instructional components to be integrated as a system, comprising learners, teachers, materials, methods, media, infrastructure and facilities, and funding. Forms of innovation in an instructional system may vary, but they should aim at a particular goal of improving the effectiveness and efficiency of instruction for learners. Innovation should be based on the needs and relevance to the learners. Innovation puts forth dynamic changes from time to time, from a particular cultural environment to another for the learners.
