The recent shifting paradigm of Indonesian national educational system from that of a highly centralized to become that of a more decentralized one, has increased opportunities for all educational stake holders within local areas to participate in all educational decision making for the sake of educational quality improvement. In doing so, attempts to cope with the problem need to be done, in order that each of autonomous local areas should become more committed to and responsible for local educational development within the context of Indonesia. In this context Universitas Terbuka the university applying open and distance learning system can give positive contributions on the development of democratic culture.
