The enactment of Law Number 22 and 25 the year of 1999 on autonomy and reallocation of resources between the central and local government is a reflection of the commitment to empowering the local communities. This includes an implementation of a decentralized education management system, which implies a reform from centralistic to decentralized management system. To be successfully implemented such a reform should be followed with policies on restructuring and recapitalising of the education system. Policy on restructurisation includes provision of new law on education system, tax for education, local committee on education, and law on compulsory education. Policy on recapitalisation includes provision of sufficient resources to implement compulsory education, to increase teacher salary, to empower the schools financially, to provide loan for students and their family, and to conduct intensive research and development. The organization of education management at central, provincial, district and school levels should be readjusted accordingly.
