Ministry of Education and Culture has released a Number 107/U/2001 decree on operation and management of distance education system in higher education. This decree is an answer from universities on how to develop and conduct a distance education system. This article examines perception of decision makers in universities (Rector, Vice Rector, Dean, and Head of Study Program) toward the decree. A correlational description method of research with stratified random sampling were used to get the information needed from 200 respondents from 25 universities in and outside Java. The result shows that not all at the respondents care enough about the Number 107/U/2001 decree. Although there are no significant differences of level of understanding on that decree among decision makers at any level, there is a tendency of decreasing level of understanding among them.
