This paper addresses the application of human performance appraisal system in a distance education institution, with a specific reference to Universitas Terbuka (Indonesia Open University). Being the main asset of an organisation, human resources deserve specific attention, and human performance management becomes one of the top priorities of organisations as part of the effort to improve organisational productivity and sustainability. Performing organisations are driven by performing human resources, and improving the productivity of human resources can effectively be achieved through the application of a human performance appraisal system. The human performance appraisal system is a systematic effort to apply a fair and effective performance appraisal agreed upon by both management and staff. This system should be well planned, be designed to produce performance-based reward
