This study, management of open and distance education in regional autonomy era, was carried out in order to collect data and information on (a) educational problems, (b) the management of open and distance education and its problems, and (c) the policy on educational development at the primary and secondary level in Deli Serdang District, North Sumatera. The data collecting techniques used were interview and documentary review. The data were analyzed and presented descriptively with some tables and their interpretations inserted. The conclusions of the study among others are (a) around 30% of the Junior Secondary School graduates cannot continue further education, (b) the Open Junior Secondary School is not yet familiar to all District Government apparatus and it needs to be socialized, (c) the District Government policy on educational development is prioritized on educational equity and quality, (d) the need to study the possibility of piloting the Open Senior Secondary School and Training at Workplace by Distance Mode for District Government apparatus, (e) the need for educational management transparency including recruitment of officers, (f) the development of a supportive conducive working atmosphere, (g) the provision of supporting facilities and increase of honorarium for teachers, and (h) the need for high commitment of district government, parliament, and community in accelerating the improvement of quality human resources.
