The rapid development of Information and Communication Technology (ICT), especially internet, opens up a new gate for higher education institutions to explore new alternative modes of course delivery. Universitas Terbuka has pilot projected an Electronic Tutorial System which consists of Tutorial via Internet (mailing-list) and Tutorial via Fax-Internet. This article describes the result of evaluation study of the pilot project which was conducted within two semesters. The results show that the Electronic Tutorial was perceived affordable as well as beneficial for enhancing students' learning process. However, there are some hindrances that make the Electronic Tutorial was not running optimally, which were reflected in student's and tutor's low active participationates. Most of students are not familiar with discussion via e-mail. From the tutors' point of view, hindering factors include lack of motivation, time, and access to the existing available computer facilities.
